Policy and public agenda civil society issues and concerns

What issues are there which either stand in the way of the adoption of e-portfolio technology, or cause stakeholders concerns about it? At this point, enumerating the issues is a good start, to help people scope and plan responses and answers.

When e-portfolio ideas are raised in discussion with people who have relatively little familiarity with applying the concepts, it frequently occurs that basic issues are raised, often in objection. E.g.

  • privacy and trust
  • civil liberties
  • e-inclusion
  • accessibility
  • community development
  • social development
  • economic development
  • equality of opportunity
  • mobility
  • employment
  • accreditation of prior learning (APL)
  • national qualifications
  • lifelong and lifewide learning
  • labour market transparency, effectiveness, efficiency
  • e-government administrative efficiency
  • e-identity

Questions:

  • What is the absolute and relative importance of these policy areas with respect to the e-portfolio agenda?
  • Are there any significant omissions from the list?
  • Who should be entrusted with tracking, influencing or implementing policy?

A separate page could be devoted to each area of great significance.
