The SCORM defines a Web-based learning "Content Aggregation Model" and "Run-Time Environment" for content objects. SCORM is a collection and harmonization of specifications and standards that defines the interrelationship of content objects, data models, and protocols such that objects are sharable across systems that conform to the same model.
Several aspects specifically addressed by SCORM are:

A common Content Aggregation Model which includes Content Packaging.

A common method for representing the intended behavior of an authored learning experience such that any LMS will sequence discrete learning activities in a consistent way.

A common specification for a Run-Time Environment (RTE) that facilitates interoperable communication between Learning Management Systems (LMS) and course content components.
The Conformance Test Suite can be used to assess the conformance to these four main areas of SCORM by providing five testing components as follows:

Learning Management System (LMS) Conformance Test

Content Package Conformance Test

Sharable Content Object (SCO) Run-Time Environment (RTE) Conformance Utility Test

Manifest Utility Test
The Conformance Test Suite provides a common framework for all of the conformance tests. Each test includes a step-by-step set of detailed instructions as well as a log of each test action and the outcome.
The Conformance Test Suite runs within a Web browser on one local computer. All of the software is loaded on the machine and requires no HTTP Web server to run.
