It is commonly perceived, that the use of ICT holds a great potential for supporting or even being the transforming agent for the shifts towards a new learning paradigm. The deep public involvement in promoting the integration of ICT in learning in the school environment means that it is a major goal and a priority need among both central and local government politicians, school administrators, school management, teachers, parents and pupils. There is a general awareness in that ICT potentially has an important part to play in promoting social inclusion and equal opportunities.
