Building a knowledge Europe together

The Diploma Supplement (EDS) is a project developed by the European Commission, the Council of Europe and the UNESCO-CEPES working group. Its purpose is to promote transparency and the recognition of higher education qualifications for academic and professional purposes and will be compulsory for all higher education institutions. The EDS is a document attached to a higher education diploma designed to provide a description of the nature, level, context, content and status of the studies that were pursued and successfully completed by the individual named on the original qualification to which this supplement is appended.

This is clearly a significant step forward towards enhancing the employability and mobility of students. It is our view, however, that serious thought needs to be given to best way of exploiting its potential.  Above all, we feel that this should not be yet another way of presenting vital information about an individual that sits alongside numerous others, but should form part of a comprehensive personal archive, such as an electronic portfolio that is a tool for continuing professional development and lifelong learning. Available technology should be harnessed to facilitate communication and exchange of data between learners and education institutions, and these technologies must be open, and interoperable.

If every university and higher education provider uses interoperable EDS, it will also facilitate the understanding of non-native speakers when reading EDS records issued in another languages, using, for example technology such as IMS-VDEX that will allow automatic access to multilingual versions of the information contained. As the EDS will contain personal information, it is critical that individuals have the ability to control access to EDS records, and technology offers this facility.

Join the EDS network

To ensure the maximum benefits from the potential of the European Diploma Supplement, we need to create the largest possible community of the people involved in policy and implementation of EDS technology at local, regional and national levels. We need to learn from each other, exchange knowledge and experience, and identify ways to co-operate and accelerate the economic and social benefits of EDS through common standards and shared technology. We need also to accelerate the implementation of common specifications and standards such as IMS-LIP, IMS-ePortfolio and Europortfolio interoperability framework.

Beyond information exchange and networking, the EDS network will provide support through the mutualisation of current developments. One of the first deliverable of the network will be an open source EDS editor that will implement the latest standards. The network will also benefit from EIfEL support to the implementation of the outcomes of TELCERT, a leading European project on interoperability and conformance of learning technologies.
