eLEARNING REGIONS & CITIES CENTRES OF EXCELLENCE CHARTER
As a Centre of Excellence our aim is to support local and regional communities to:
- promote a culture of community learning and development as the major driving force for the future prosperity, stability and well-being of our citizens
- support learning in all its dimensions: lifelong and lifewide learning individuals, organisations, communities and public bodies
- encourage the relevant use of knowledge, information and learning technologies to support interactive and community learning
- support innovation and quality systems in all dimensions of learning
- value all the available assets of a territory that can contribute to lifelong and lifewide learning
- network with other territories to share and enrich their respective and specific approaches
In order to achieve our goals, as Centre of Excellence our mission is to promote innovation and quality approaches through the use of knowledge, information and learning technologies to:
- identify the learning needs of individuals, organisations and communities as well as the learning provision that individuals, organisations and communities can contribute to the community
- develop productive partnerships between all sectors of a territory for optimising and sharing resources, and increasing learning opportunities for all through interactive learning
- stimulate the demand for learning through innovative communication strategies and flexible schemes for recognition of prior experience and accreditation of non-formal and informal learning
- stimulate the learning provision for formal, informal and non-formal learning, in all domains from vocational to cultural
- motivate all citizens to contribute their talents, skills, knowledge and energy for environmental care, community organisations, and individuals
- promote wealth creation through entrepreneur development and assistance for public and private sector organisations to become learning organisations
- activate outward-looking programmes to enable citizens to learn from others in their own, and the global, community
- combat exclusion by creative programmes to involve the excluded in learning and the life of the territory
- recognise the pleasure of learning through events to celebrate and reward learning achievement in organisations, families and individuals
- establish learning strategic plans through research, community building and exchange of practice with other communities
As Excellence Centre, we:
- support local learning networks to contribute to establishing a learning strategic plan
- provide independent information services and guidance on eLearning and quality assurance issues
- contribute to the interoperability of the digital services provided to learning citizens across Europe.
