EC Communication on eAccessibility
The European Commission has the objective of achieving an information Society for all. Community action is needed to ensure the inclusion and participation of all Europeans as this will not happen by itself. In a forthcoming Communication, the Commission is proposing the use of several available instruments around three pillars: Accessibility requirements; Certification and assessment; Explore legal measures.
- Accessibility requirements in public procurement: The revised Directives on public procurement contain specific references to using Design for All and accessibility requirements as possible criteria for selecting among tenders. Public authorities can lead by example and set up policies in favour of accessibility.
- Certification and assessment: A certification mechanism for accessible products and services should be set up, providing guidance to customers and recognition to manufacturers and service providers. Guidelines should be developed to assess the accessibility consequences of information society policies in order to avoid creating new barriers and to improve inclusion.
- Explore legal measures. Legislation demanding accessibility exists already in some Member States and in countries outside Europe. In Europe, several legislative documents already have provisions which can be used to enforce eAccessibility. The full potential of this legislation should be explored.
