Summary

by eifel last modified 05-01-2008 16:54

The aim of Keypal is to establish the relevance and potential impact of the ePortfolio on the development and assessment of key-skills (basic skills / key competencies), a critical issue for Europe, if we want to make Europe'the most competitive and dynamic knowledge-based economy in the world, capable of sustained economic growth with more and better jobs and greater social cohesion'

Objectives

On average, adults with poor skills earn lower wages and experience unemployment more frequently than those with higher levels of initial skills. The need to raise massively the level of basic skills of the European population, in particular in the groups of disfranchised young adults, requires the exploration of innovative approaches, where technology is not only used as a means to teach new skills, but as a tool to empower learners to manage their own learning.
Key-PAL will explore how the ePortfolio can support and valorise self-managed learning and development for the acquisition of key-skills. It will furthermore explore the ability of the ePortfolio to support young adults in interacting with all the actors that can contribute to their development and learning: orientation services, educational services (school of second chance, night classes), and all naturally occurring informal and non-formal learning opportunities (at work, in social activities, at home, in libraries, clubs or museums, etc.).

Main Activities

  • Desk research into the definitions of key skills and the approaches used for their development and assessment across Europe.
  • Research into the use of ePortfolio and ePortfolio-related initiatives of relevance to the population of young adults lacking basic skills
  • Consultation of professionals currently working with such young adults in order to establish the potential role to be played by the ePortfolio in the acquisition of such skills
  • Establishment of a collaborative network of professionals in a number of European countries to develop and promote the use of the ePortfolio with young adults
  • Recommendations for all services, public and private, contributing to the education/insertion of young adults, to use the individual ePortfolio, as a tool to communicate information among stakeholders under the control of the young adult
  • Recommendations to publishers of ePortfolio and ePortfolio-related technologies (e.g. job search portal) to maximise the potential of this technology and practice
  • Producing practical implementation tools
  • Piloting the ePortfolio with a number of learning providers
  • Building an Internet site; producing white papers, and organising seminars and workshops; collecting information and disseminating the results in three languages (FR, EN, and DE).

Expected Outputs

  • A collaboration network of professionals using the ePortfolio with young adults in order to enable them to acquire and develop basic skills
  • Practical guides and implementation tools to support learning professionals in using the ePortfolio with young adults
  • A series of recommendations for all the services, public and private, contributing to the educa-tion/insertion of young adults, for using the individual ePortfolio, as a tool to communicate information among stakeholders under the strict control of the young adult
  • A series of recommendations to publishers of ePortfolio and ePortfolio-related technologies (e.g. professional orientation portal, job search, etc.) to maximise the potential of this technology and practice
  • A series of seminars and workshops to collect information and disseminate the results in three languages (FR, EN, and DE) and across Europe.
