eStrategies for Empowering Individuals - a European Study on ePortfolio and Europass Readiness

Understanding and measuring the degree of readiness of policies, people, organisations and information systems will be critical if we are to maximise the results of implementing ePortfolios, the lifelong and life wide learning passports of European citizens. Only a clear understanding of the issues, and where we currently are, can help us to build the most relevant and most effective policies. EIfEL (the European Institute for eLearning) is promoting interoperability standards for ePortfolios through the activities of the European Consortium for the ePortfolio (Europortfolio); EIfEL is also contributing to TELCERT, a major European research project, which is producing tools supporting conformance testing for interoperability, with a particular focus on making Europass Diploma Supplement easily transferable across academic information systems. Through these projects, and other Europortfolio activities, we are hoping to make the ePortfolio the tool of choice for the 21st knowledge worker to valorise individual achievements, support renewed approaches to quality assurance of education and training and support lifelong and lifewide learning policies.

The proposed research will exploit the results of current activities and provide a systematic analysis of the level of readiness of each of the European Member States and how ePortfolios can best support the implementation of Europass.

While the promise of ePortfolios for the creation of a culture of lifelong and lifewide learning is vast, the full promise will be only achieved under certain conditions:

  • Readiness of policies at local, regional and national levels – eLearning strategies for lifelong learning are needed that include ePortfolios and Europass, and support mobility, transparency and the vision of the Maastricht declaration for quality and learning based on outcomes.
  • Readiness of people in education and training systems – the competencies of teachers, trainers, administrators and managers need upgrading to implement, produce, use and assess ePortfolios.
  • Readiness of organisations – organisations need to review internal policies and procedures to reap the full benefit of ePortfolios, e.g. for competency management and development and recruitment.
  • Readiness of information systems – learner information such as Europass documents must be easily transferable/readable from/to one country and information system to another. ePortfolios must be compliant with emerging ePortfolio standards and interoperability frameworks and new architectures such as peer-to-peer systems.
